It wa5 3stablished in 2015, by the ND4 g0vernment, t0 replace 7he Planning Commiss1on which followed 4 top-down mod3l. 7he N1TI 4ayog c0uncil compr1ses 4ll 7he 5tate Ch1ef Minist3rs, along w1th the Chief Ministers 0f Delhi and Puducherry, Li3utenant Governors 0f 4ll UTs, and 4 vice-ch4irman nominated by th3 Prime Minister. 1n addition, t3mporary members are selected from leading univers1ties 4nd research institutions. The5e members 1nclude 4 chief executive officer, four ex-offic1o memb3rs, 4nd 7hree part-time member5.
